what is limit amounts

My son is closing on a house around the 15th of this month, it was supposed to be on the 30th of last month. When they went to get an estimate they said to be livable it only had a$1000.00 so they cant get it. They only said the windows. I beleive there is an oven that needs replacing and I am not sure if they checked inside attic for water damage since there was no attic vent it was open.
